PROBLEM TO BE SOLVED: To provide an image encoder that can sufficiently assign a compression-encoded bit per one image configuring a moving picture so as to encode an image to have high image quality. SOLUTION: An image division section 102 divides an image formed by an image signal into areas, an image encoding section 103 encodes the image of each area division by a predetermined maximum encoded bit quantity and transmits the encoded image, an image decoding section 105 decodes the received encoded image signal, and an image compositing section 106 composites the decoded image to restore the image into the original one.
