PROBLEM TO BE SOLVED: To provide a semiconductor device, a layout data designing device, and a recording medium where layout design time is shorter by simplifying cell arrangement and connection of a power-source wiring, related to a multiple power source layout. SOLUTION: A functional block 10 comprises internal standard cells 11-16 and level converter cells 17-19, which are arranged at the peripheral part inside the function block 10. Likewise, a function block 20 is provided with internal standard cells 21-26 and level converter cells 27-29 as well. Repeater cells 31-38 are provided between the function blocks 10 and 20. Power source terminals VDDblock of the internal standard cells 11-16 and 21-26 are provided at a position (height) different from power source terminals VDDtop of the repeater cells 31-38. The level converter cells 17-19 and 27-29 comprises the integrally formed power source terminals VDDblock and VDDtop.
