PROBLEM TO BE SOLVED: To provide a construction method causing no adverse influence on the human body, capable of preventing scattering and the outflow, and capable of obtaining surface layer soil of a ground and various stadiums, and to provide a creating construction method of a seeding and planting base capable of preventing erosion and a collapse of slope face, capable of stabilizing the slope face, capable of staying seeds, and excellent in erosion resistance. SOLUTION: A granular agent and water are stored in a spraying liquid tank 2, an agitator 4 arranged in the spraying liquid tank is interlocked with driving of a pump 3, the granular agent and the water are always agitated, the agitated granular agent solution is introduced to the pump 3 via a water suction hose 5, the granular agent solution is delivered under high pressure by a delivery pipe 6 connected to the pump 3, and at spraying time to an object, the granular agent solution is delivered and sprayed outside from a nozzle via a delivery hose 8 by a directional control valve 7 formed in the delivery pipe 6, and while, at further agitating time, the granular agent solution is returned under high pressure in the spraying liquid tank via a return hose 9 by switching the directional control valve 7, and the inside of the spraying liquid tank is agitated form a proper time.
