PROBLEM TO BE SOLVED: To maintain a utilization rate of resources even when many communications needing many resources exist under the condition of heterogeneous traffic. SOLUTION: A traffic amount at present is measured (step S201), and a threshold value is decided on the basis of the amount of resources on request (step S203). Then the traffic amount at present is compared with the threshold value (step S205), and when the measured traffic exceeds the threshold value, disabled reception of a resource request is discriminated and the processing is terminated. When the measured traffic amount is the threshold value or below, it is discriminated that the reception of the resource request is acceptable, reception processing is applied to the resource request and the processing is terminated (step S207).
