PROBLEM TO BE SOLVED: To set a traveling time matching an actual state of traffic to provide it for route calculation and the like for navigation. SOLUTION: After a position detection signal transmitted from a traveling vehicle is received for detecting a position of the vehicle, it is detected whether the vehicle passes through a predetermined link starting node on a road network or not, and when the vehicle passes through the starting node, the time of the passage is stored. When it is detected whether the vehicle passes through a terminal node of the predetermined link on the road network or not and the detection results shows that the vehicle passes through the terminal node, the passage time of the vehicle through the terminal node is stored. From the passage time of the starting node and that of the terminal node in the link, the traveling time in the link is calculated.
