PROBLEM TO BE SOLVED: To provide a system and a method for charging management which can properly charge the use for distributing contents when the contents including information which can hierarchically be classified are distributed through a network and to provide a recording medium. SOLUTION: An arithmetic processing part 32 of a network server which can be connected to a network line N reads a charging management program stored in program storage part 33 and performs processing according to the charging management program. The arithmetic processing part 32 accesses an article classification layer database in a layer-number storage part 34 and recognizes the stored maximum number of layers where classifications of articles are made hierarchical. Further, the arithmetic processing part 32 reads the amount of the use charge corresponding to the recognized maximum number of layers among use charges stored in a use charge table in a use charge storage part 35 and determines it as a charge for use for distributing the contents.
