PROBLEM TO BE SOLVED: To provide an active organic-inorganic composite powder which is obtained by compositing a calcium compound, an aluminum compound and a synthetic resin, has appropriately controlled solubilities in water of the calcium ion and aluminum ion, and is appropriately used as a setting accelerator and concurrently a hardening accelerator of a hydraulic material such a cement, and also to provide a cement composition that has a rapid setting rate and a rapid hardening rate and is suitable for producing a lightweight cement hardened body excellent in mechanical strength, durability, dimensional stability, etc. SOLUTION: The production process of this active organic-inorganic composite powder involves applying mechanical energy to a mixed liquid dispersion comprising 1-95 wt.% of a calcium compound containing crystallization water, 1-95 wt.% of an aluminum compound containing crystallization water and 4-90 wt.% of a synthetic resin to obtain the objective powder. This cement composition is produced by adding 1-90 pts.wt. of the above active organic-inorganic composite powder to 100 pts.wt. of cement.
