PROBLEM TO BE SOLVED: To provide a charging system that can provide an environment where users can casually rent a communication facility to make casual communication without heavy monetary and mental loads on both a subscriber to the communication facility and a renter of it. SOLUTION: When a CPU 15 receives an access from an optional caller terminal, the CPU 15 accepts designation of a user ID. Then the CPU 15 requests a mobile network controller 21 or a wired network controller 31 to connect the caller terminal to a designated called terminal and imposes a charge to be imposed on the caller terminal in the communication started by the request onto a user corresponding to the user ID.
