PURPOSE: A circuit protector is provided to prevent wide deviation of characteristics and piercing times. CONSTITUTION: A circuit protector comprises a substrate(11) made of an insulating material by a press molding, extrusion or the like process and conductive layer(12) formed on the substrate(11) using a printing, coating or plating method, or sputtering or other vacuum deposition process. A groove(13) is formed in the conductive layer(12) by irradiating a laser beam, or by mechanical method using a grindstone. A protection material(14) is applied to cover an area of the substrate(11) and the conductive layer(12) where the groove(13) is provided. Ends respectively represent terminal electrodes provided at both ends of the substrate(11).
