The two-dimensional graph (53) contains a display part where allocation areas (43) in which allocated network addresses are shown and unallocation areas in which unallocated network addresses are shown and an allocation part for displaying therein an allocation area (43) which is changed from an unallocation area (41) in the display part when the unallocation area (41) is selected and a network address is allocated to the selected unallocation area (41).
