PURPOSE: To provide a titanium hydroxide which is suitable for materials for producing titanium oxide that exhibits high catalytic activity when it is irradiated with a visible light, provide a coating agent using the same, and provide a method of easily producing a titanium oxide suitable for use as a photocatalyst. CONSTITUTION: The EXFAS(extended X-ray absorption fine structure) spectrum of absorption edge of titanium K is measured by EXFAS analyzing method and a primary differential spectrum is obtained by differentiating a radius vector structure function obtained form the spectrum by Fourier transform. In this case, interatomic distance to be a maximum value is positioned at 1.4-1.7 A and 2.2-2.5 A and interatomic distance to be a minimum value is positioned at 1.9-2.2 A and 2.5-2.8 A, respectively, in the range of 1.4-2.8 A of interatomic distance of the primary differential spectrum, and the maximum value in the range of 1.4-1.7 and the maximum value in the range of 2.2-2.5 A of the interatomic distance are U1 and U2, respectively, and the minimum value in the range of 1.9-2.2 A and the minimum value in the range of 2.5-2.8 Aare L1 and L2, respectively.
