PROBLEM TO BE SOLVED: To provide an X-ray diagnostic apparatus and the like capable of dynamically controlling X-ray exposure rate corresponding to a subject's movement while acquiring an X-ray fluoroscopic image. SOLUTION: An index designating the degree of the movement of the subject in relation to an X-ray detection part 15, for instance, a differential value between frames, temporal variation of the pressure on the surface of a bed loading the subject, temporal variation of the moving amount in the vicinity of diagnostic section or the like is calculated as occasion demands. A central control part 29 evaluates whether the calculated index D belongs to which range of, for instance, D>Th+a, Th-a≤D≤Th+a, or D<Th-a, and performs control of either pulse rate rise, pulse rate maintaining or pulse rate drop responding to the result.
