PURPOSE: A rocker is provided in which the body of the rocker is supported onto horizontal rails by a fan-shaped rim and tilted to an angle determined by a rack and a gear, and a rail replacement method is provided. CONSTITUTION: The rocker comprises a tilting part(2) on which the apparatus body is rested; a tilting hydraulic cylinder(3) which is a driving part; a rim(4) which is a support part, and a rail base; and a girth gear(6) and a rack(7) for fixing tilting positions, wherein working tools used in rail replacement comprises a template for marking on the surface of a rocker plate; a rim template for pseudo-welding the rims so that two split rims form a concentric circle; a web plate-rim template for pseudo-welding the rocker plate and rims by conforming the rocker plate and the rims to the basic circle; and a gear tooth template which is manufactured in a gear tooth tracking of the two split girth gear and rack at the tilting time point for bonding welding.
