FIELD: medical technique for rehabilitation of individuals with limited health capabilities, including elderly people, for creating special means allowing individuals with health disorders such as speech disorders including dyslalia, aphonia, rhinolalia, dysarthria, stammering etc, deafness, limited excursion, combined disorders etc to perform communication actions through telephone and radio communication means. ^ SUBSTANCE: apparatus has complex of devices operating in coordinated manner and connected with one another through bidirectional multiple-discharge (wireless) busbars: device for outer (wireless) interference with telephone line, mobile device for partial substitution of speaking and hearing functions, set of outer information sensors.
