PROBLEM TO BE SOLVED: To make it possible to perform a simple and secure water-adhesion joint between asphalt mixtures which are divisionally constructed, and provide a treatment method of joint portion of water barrier layers consisting of asphalt mixtures with high construction reliability. SOLUTION: This is a construction method to form a water-barrier layer through divisional application of asphalt mixtures 20 comprising asphalt and aggregates on the ground surface of the waste material disposal place and the surface of general roadbeds. The method comprises a tape pasting procedure that pastes a strip-type asphalt tape 27 onto the edge face 25a of an asphalt mixture 25 applied previously while this tape is being heated, and a water- adhesion joint procedure which performs water-adhesion joint of an asphalt mixture 28 applied later and asphalt mixtures 25 applied previously through applying the asphalt mixtures 28 applied later onto the surface of the asphalt tape 27.
