PURPOSE: A method and an apparatus for manufacturing a sound absorbing and shielding member are provided to reduce the manufacturing cost by improving the quality of material through mixing raw material with compound. CONSTITUTION: An apparatus for manufacturing a sound absorbing and shielding member includes a mixer(21) into which fuel with filling agent is introduced. An extruder(22) is provided to melt mixed material at the high temperature. A mixing roller(23) heats the melting material so as to make complete synthetic rubber. A calendar(24) is provided to adjust the width and thickness of synthetic rubber by rolling synthetic rubber. Raw material wound around a raw material roll(20) is soften by a heating drum(25) which makes contact with raw material. A forming roll(26) and an embossing roll(27) forms a protrusion of rubber and allow synthetic rubber to be bonded to the raw material. A cooling roller(18) is provided to maximize the adhesive force between the raw material and synthetic rubber.
