PROBLEM TO BE SOLVED: To provide a method capable of rapidly reflecting a change in an actual city and maintaining three-dimensional city data at a low cost. SOLUTION: The three-dimensional city data are compared with satellite photographs and/or aerial photographs to extract a renewing place. The information related to the renewing place is delivered through a network. A department in charge of the renewing place receives the information, acquires renewing data including a plurality of images taken from different point of views for the renewing place, and transmits them. New three-dimensional city data are generated from the renewing data, and the three-dimensional city data are renewed by the generated new three-dimensional city data.
