PROBLEM TO BE SOLVED: To efficiently retrieve and obtain desired contents in a short time in Internet connection environment of a network computer, such as an Internet cafe, that unspecified persons use. SOLUTION: Obtained contents are inputted to a recording medium, such as a hard disk device (information recording part 23), that the network computer has not through a network line 20 such as a telephone line and allowed to be browsed and used. An input interface part B(22) is added to input the contents to the information recording part 23 offline and a browsing interface part 24 is added to allow unspecified persons (customer) to browse the input contents. Further, a count recording part 25 is further provided which counts and records the numbers of browsing users by contents, and consequently the use states of browsing users by the contents can be managed.
