PROBLEM TO BE SOLVED: To solve the problem of a cost increase and enlargement of respective control apparatuses are caused, because the number of on/off contacts of control apparatuses which increases with the number of the control apparatuses needs an enormous volume of cables laid between control sub-stations because the on/off contacts are incorporated in between the control sub-stations, and the problem on maintenance caused by changes in the hardware of an interlock condition circuit made at the extending of a substation line. SOLUTION: Information required for a interlock determination between the control apparatuses is delivered and received via a transmission system, and an interlock determining formula is prepared within the respective control sub-stations through software processing.
