PROBLEM TO BE SOLVED: To provide a video recording and reproducing device that has high convenience for a viewer and takes the profit of a broadcast enterprise which is not desirous of 'channel change' from a program of its own station to a program of other station into account. SOLUTION: An MPEG 2 encoder 15 encodes a signal received from a ground wave tuner 11 and a hard disk unit 17 records the encoded signal. When an output system changeover switch 19 is thrown to positions a, c, an MPEG 2 decoder 29 decodes the MPEG 2 data, having just been recorded by the hard disk unit 17 and outputs the decoded data to a television receiver 33 while when the output system changeover switch 19 is thrown to positions b, c, 'channel change' to view the signal received from a BS digital tuner 13 takes place. The hard disk unit 17 in this case stores an address of a recording state, and when the output system changeover switch 19 is thrown again to the positions a, c, the data read is started from the address to allow a viewer to view the program received by the ground wave tuner 11, by taking back the time on the occurrence of the 'channel change', without interrupting the contents of the program.
