PROBLEM TO BE SOLVED: To provide an electronic settlement system and a method by a prepaid system, and a recording medium recording an electronic settlement program by the prepaid system allowing purchase of a commodity and electronic settling, within a balance amount recorded on a prepaid card, without requiring a card reader/writer. SOLUTION: A service control device 4 receives a card number, a password, and an accumulated amount from the card reader/writer 2, and stores these in a service control database 19. An information providing computer center device 5 transmits a verification request including the card number and the password received from a personal computer 6 to the service control device. The service control device verifies the card number and the password. The information providing computer center device calculates the charge, when receiving an information providing request fro the personal computer 6, when a verification result is normal, and compares the charge with the accumulated amount, and provides information for an information processing terminal when the accumulated amount is large. |
