PROBLEM TO BE SOLVED: To solve a problem that a conventional recording and reproducing device has had difficulty in prevention of overflow and underflow of a buffer provided to an MPEG 2 decoder. SOLUTION: A data interval measurement circuit 3 measures a mean value of inter-data cycles DCYCLE of an extracted packet and measurement data 7 consisting of inter-packet cycles PCYCLE. In the case of recording the extracted packets, the measurement data 7 are attached to each packet. In the case of outputting a reproduced packet, a data interval restoration circuit 12 uses the reproduced measurement data 7 to control an output rate of reproduced packets identical to an input rate. Thus, overflow or underflow of the buffer in the MPEG 2 decoder can be prevented. |
