PROBLEM TO BE SOLVED: To relieve the load of speech contents confirmation on a server. SOLUTION: The electronic bulletin board system 1 comprises a client terminal 3 which inputs speech contents and the server 2 which receives the speech contents and discloses them to the public on the Internet 4; and the client terminal 3 is provided with a speech contents processing part 32 to discriminate whether the speech contents are suitable for public announcement before the speech contents reach the server 2,, which opens the speech contents to the public on the Internet 4 when it is discriminated that the speech contents are suitable for the public announcement.
