PROBLEM TO BE SOLVED: To avoid the situation that a modem parameter goes wrong beyond restoration and image information cannot be received in the facsimile communication of a V. 34 modulation system. SOLUTION: A communication control part 10 starts the timing of a timer 16 at the point of time of recognizing the primary channel shift of a modem 12 and issues an instruction to the modem 12 so as to lower the transmission rate of a primary channel in the case the normal image information cannot be received even for one frame in the modem 12 when the time of the timer 16 reaches a preset prescribed time T.
