PROBLEM TO BE SOLVED: To determine whether a sign is marked on a character on a document, without performing registering work for storing a character image of a prescribed area of the document as a standard image. SOLUTION: This character-determining device has an extracting means for extracting a pattern recorded on an area from the prescribed area of an input image, a calculating means for calculating similarity of a pattern extracted by the extracting means and a prestored pattern, and a determining means, for determining whether the pattern recorded in the area is a character marked with the prescribed sign, on the basis of the size of the similarity calculated by the calculating means.
