PROBLEM TO BE SOLVED: To easily specify a document stored in a storage means and to perform the processings of read and transmission, etc. SOLUTION: A monitor report preparation part 9 prepares a monitor report having a barcode and a check frame and outputs it to a printer 5. The barcode and the check frame are control elements to instruct retransmission and specify a retransmission page. In an operation instruction detection part 15, the barcode of the monitor report is analyzed and the check frame is detected. When a marking is detected inside the check frame, the instruction of the check frame is followed. For instance, calling is performed by dial numbers obtained from the information of a retransmission control sheet and a page specified in the check frame is read from an image information storage part 16 and retransmitted. Also, non-transmitted page reduced images can be entered in the monitor report and non-transmitted pages can be easily specified.
