PROBLEM TO BE SOLVED: To improve security by preventing the abuse of card without requiring sending cost. SOLUTION: In Step 106, an issuer inputs in-application identifying information DA printed on a received application form with input means and stores it with storage means. In Step 113, discriminating means for the issuer identifiers whether the stored application identifying information DA corresponds to in- sending identifying information DB input after notified in Step 12, or not. If it corresponds thereto (Step 131), use permitting means permits the use of the card (Step 132).
