SOLUTION: The terminal 41 is provided with a means that periodically shifts from an energy saving state to a normal operating state, a means that observes a residual capacity of a battery, and a means that informs a center 42 about a fact of a small battery residual capacity through a public wireless channel 43 and a public channel network 44 when the battery residual capacity is small, and the center 42 is provided with a means that informs the user of the terminal 41 about urged battery charging through any medium such as a hone, a FAX and electronic mail.
