PROBLEM TO BE SOLVED: To appropriately determine a riding state with a relatively simple structure. SOLUTION: A camera part 1 arranged at a predetermined position inside a car takes a picture of an image including several inspection seats forming a part of the whole seas inside the car and covering a passage inside the car for storing it in a frame memory 2. At a seat determining part 4, each inspection seat is separately inspected in using/non-using states from image data of the frame memory 2 for determining a using state of the whole seats on the basis of the inspected results. At a passage determining part 5, presence of standing passengers on the passage is detected from the image data of the frame memory 2 for determining a state of the passage. An overall determining part of a control part 3 determines the riding state inside the car on the basis of the result from the seat determining part and that from the passage determining part. |
