PROBLEM TO BE SOLVED: To provide a color conversion filter substrate which suppresses short circuits of an organic EL element and has an improved production yield ratio as well as a color conversion color organic EL display using the same. SOLUTION: The color conversion filter substrate is equipped at least with a transparent support substrate, a single or multiple kinds of color conversion filter layers and transparent gas barrier layers. The gas barrier layers, composed of a single or multiple layers, are a continued part fitted on the color conversion filter layer and a part where no color conversion filter layer is arranged.
