PROBLEM TO BE SOLVED: To provide an electromagnetic wave absorbing body without a change in characteristics even when a change in temperature causes a change in size under usage conditions, at a temperature higher than a room temperature with respect to the electromagnetic wave absorbing body made up of a sheet body, in which soft magnetic powder is dispersed in a matrix material of unvulcanized rubber and the stability in size is enhanced by mixing the powder of non- magnetic material. SOLUTION: The electromagnetic wave absorbing sheet is manufactured in the following step: A) Powder of soft magnetic metal and powder of non- magnetic material are dispersed in a robber or plastic matrix in a way that the total amount of powder of soft magnetic metal and the non-magnetic material occupies 50 to 80% in volume to the total. B) The matrix is subjected to rolling to a sheet shape with a thickness in consideration of an expected change in size by heat. C) The matrix is heated to a maximum usage temperature of the electromagnetic wave absorbing body or to a nearby temperature for an enough time until a change in size stops substantially, thereby generating a small change in size.
