PROBLEM TO BE SOLVED: To provide a certifying medium issuing device and a certifying medium issuing method, capable of printing a face image according to a taste of a holder. SOLUTION: A camera 13 photographs and inputs at least the face image of a person. A keyboard 11c inputs individual information required as a certifying medium of the person. A control computer 11 executes image processing for substituting a background part of the face image inputted by the camera 13 with a desired background color or a background image by inputting an editing method of the face image from the keyboard 11c. A certifying medium making part 15 prints the face image processed by the control computer 11 and the individual information, corresponding to the face image, and inputted by the keyboard 11c on a raw card, and makes the certifying medium by writing in magnetic information and IC information. |
