PROBLEM TO BE SOLVED: To obtain cryptology technique which can perform processing quickly, keeping high robustness. SOLUTION: Firstly, a sentence is made by forming random numbers, and delivered to both parties which perform cipher communication by using common key cipher and public key cipher. Secondly, the sentence of the random numbers is used as a key, and a communication sentence is transmitted and received by using a one-use cipher.
