PROBLEM TO BE SOLVED: To provide the degradation of the quality of call by bringing the mode from a transcoder-interposed connection mode back to a transcoder-free operation connection mode again when a terminal comes under the control of a different RNC(radio network controller) because of its shift. SOLUTION: When the terminal is shifted and an exchange node RNC of a radio access network is changed, a transcoder is interposed for performing relocation. Reconfirmation of parameter information in a band-compressed encoding method is required to local-side and remote-side exchange node RNC's. When the transcoder can be bypassed by the confirmation, the transcoder is removed and the mode is returned to the transcoder-free mode.
