PROBLEM TO BE SOLVED: To provide a vehicle communication device and system capable of precisely transmitting an intention and dispatching the information to a party unknown of information for specifying the party such as a telephone number during traveling on a road. SOLUTION: A vehicle information storage means is provided in an on-vehicle terminal device 114 mounted on a vehicle, a vehicle determination means is provided in a road side communication device 111 installed on a road side, and the both of vehicle information and message information are communicated in wireless between the both, so that the intention can be smoothly transmitted with circumferential vehicle via the roadside communication device 111.
