PROBLEM TO BE SOLVED: To accurately compute the charged state of a battery without being affected by polarization. SOLUTION: A residual voltage drop value storing means 27 is provided that stores the difference between a value of a presumed voltage of a battery 13 in a constant load discharging, which is a voltage presumed using voltage- current characteristics, while a discharging current in a constant load discharging by the battery 12 in a state of equilibrium decreases from a current value sufficient to eliminate discharging side polarization that has occurred to the battery 13, at least immediately prior to the discharge and a value of an open circuit voltage, which is a terminal voltage of the battery 13 in the state of equilibrium before the constant load discharging used for presuming the presumed voltage starts, as a value of the residual voltage drop, which is the residual voltage drop amount affected by residual polarization when the discharging of the battery 13 is finished. A current charging capacity of the battery 13 is calculated by adding the residual voltage drop value stored by the means 27 to the estimated voltage of the battery 13.
