PROBLEM TO BE SOLVED: To solve the problem that there is a possibility that communication fails by transmission delay due to the retransmission control in the case that a data error is generated on a radio channel between transmission and the response in the case of using a procedure based on a recommendation T.30 regarding a facsimile transmission control procedure for relay when mobile object communication systems relay facsimile communication through a public telephone network with each other. SOLUTION: A communicating party is identified by the respective signals of NSF' and NSS stipulated by the recommendation T.30, and when the communicating party is capable of the transmission control procedure of this invention, the communication is performed by the original transmission control procedure. When it is not, the standard communication based on T.30 is performed. In the original transmission control procedure, after the exchange of the NSF and the NSS is executed between transmission and reception, for all binary code signals used in the communication, the time width of preambles added to the signals is shortened to the predetermined time.
