PROBLEM TO BE SOLVED: To secure reliability in data by reporting a place where recording is not performed and recording indication data to a host device when recording is not normally performed in a recording and reproducing medium in the case of shortening a recording time to the recording and reproducing medium when a repetition recording indication is issued from the host device and making a recovery processing in the host device possible. SOLUTION: The recording and reproducing device uses the recording and reproducing medium which is provided with a user data recording area, a change recording area for aiding a recording defective block in the user data recording area and a change block managing area for recording correspondence information between a change block in the change recording area and the recording defective block in the user data recording area. Unless recording to the change block managing area of the recording and reproducing medium is normally performed in the device, the recording place of the defective block and recording indication data are held and the information is reported to the host device.
