PURPOSE: Provided is an emulsifier free emulsion-polymerized resin composition not containing an emulsifier but containing metal salts of hydroxy alkyl acryl phosphate, which has excellent emulsifying stability, high solid content, and excellent adhesion to metal materials and can be used for the surface-treatment of metal materials. CONSTITUTION: The no emulsifier type emulsion-polymerized resin composition comprises 83-97wt% of acryl-based and/or vinyl-based monomers, 0.1-2wt% of the metal salts of hydroxy alkyl acryl phosphate, and 1-15wt% of a crosslinking agent comprising one or two selected from divinyl benzene and alkoxy alkyl acryl amide, wherein the monomers are selected from methyl methacrylate, styrene, and butyl acrylate.
