Arrangement, comprising a pipe (2) and tubing (1) lining same, for guiding a fluid under high pressure, the tubing (1) having a tubing blank (1a) which can be glued by means of an adhesive to the inner wall of the pipe, characterised in that there is associated with the tubing blank (1a) a barrier layer (1b) which has a permeation of less than 1 ml/(bar d m<2>) for nonpolar gaseous substances and/or a permeation of less than 0.1 ml/(bar d m<2>) for polar gaseous substances. 2. Arrangement according to claim 1, characterised in that the permeation of nonpolar and polar gaseous substances is in the range between 0. 0001 ml/(bar d m<2>) and 0. 01 ml/(bar d m<2>). 3. Arrangement according to claim 1 or 2, characterised in that the tubing blank (1a) is realised single-layer or multilayer and abuts against an additional layer which is realised as a barrier layer (1b). 4. Arrangement according to claim 3, characterised in that the tubing blank (1a) consists of a woven fabric, a knitted fabric or some other textile structure. 5. Arrangement according to claim 3, characterised in that a two-layer tubing blank (1a) consists of a woven fabric, a knitted fabric or some other textile structure with a coating of a thermoplastic plastics material located on it. 6. Arrangement according to one of claims 1 to 4, characterised in that the barrier layer (1b) consists of metal. 7. Arrangement according to claim 6, characterised in that the barrier layer (1b) consists of aluminium, titanium, copper, zinc, nickel, lead, chromium, iron or iron-zinc and lead-tin alloys. 8. Arrangement according to claim 7, characterised in that the barrier layer (1b) has a thickness of between 10 and 100 &mu;m. 9. Arrangement according to one of claims 1 to 4, characterised in that the barrier layer (1b) consists of polyvinyl alcohols (PVA) and copolymers of same, liquid crystal polymers (LCP), polyamides (PA), polyacrylonitrile, polyvinylidenechloride (PVDC), epoxy resins (EP) or organosilicon compounds. 10. Arrangement according to one of claims 1 to 4, characterised in that the barrier layer (1b) consists of a thermoplastic plastics material intermixed with aluminium particles. 11. Arrangement according to one of claims 1 to 4, characterised in that the barrier layer (1b) consists of inorganic material. 12. Arrangement according to claim 11, characterised in that the barrier layer (1b) consists of silicon oxide (SiOX with x ( 3) or aluminium oxide (Al2O3). 13. Arrangement according to one of claims 3 to 12, characterised in that on the radially inner side of the barrier layer (1b) a protective layer is applied to same. 14. Arrangement according to claim 13, characterised in that the barrier layer (lb) consists of polyurethane, polyester, a polyolefin, a thermoplastic styrene-butadiene or styrene- ethylenepropylene copolymer or a mixture of polypropylene and cross-linked ethylene-propylene-dime copolymers. 15. Arrangement according to one of claims 1 to 14, characterised in that the adhesive (3) forms at least a part of the barrier layer. 16. Arrangement according to one of claims 4 to 14, characterised in that the textile structure is saturated with a material which forms at least a part of the barrier layer. 17. Arrangement according to one of claims 4 to 16, characterised in that the textile structure consists of low-diffusion yarns. 18. Arrangement according to claim 17, characterised in that the textile structure consists of glass fibres or aramid fibres. 19. Method for producing an arrangement according to one of claims 1 to 18, wherein a tubing blank (1a) is glued to the inner wall of a pipe (2), characterised in that the barrier layer (1b) is applied to or introduced into the tubing blank (1a). 20. Method according to claim 19, characterised in that the barrier layer (1b) is applied to the tubing blank (1a) by vacuum deposition. 21. Method according to claim 19, characterised in that the barrier layer (1b) consists of metal and is applied by galvanic means to the tubing blank (1a). 22. Method according to claim 19, characterised in that the tubing blank (1a) is drawn over a tubular sheath (1b) having low gas permeation and forming a barrier layer. 23. Method according to claim 19, characterised in that the tubing blank (1a) is pulled into a tubular sheath having low gas permeation and forming a barrier layer. 24. Method according to claim 19, characterised in that, to form the barrier layer (1b), a foil in strip form with low gas permeation is wrapped around the tubing blank (1a) before it is introduced, or is wrapped over the inner surface of the tubing blank (1a) after it is introduced. 25. Method according to claim 19, characterised in that the barrier layer (1b) is applied by extrusion or by dipping. 26. Method according to claim 19, characterised in that first of all the pipe (2) is lined with a tubing blank (1a) having a coating with a gas permeation of more than 1 ml/(bar d m<2>) for polar and nonpolar gaseous substances and thereafter the barrier layer (1b) is applied to the inner surface of the tubing blank (1a). 27. Method according to claim 26, characterised in that the barrier layer (1b) is sprayed on in a liquid state. 28. Method according to claim 26, characterised in that after the pipe (2) has been lined with the tubing blank (1a), the exterior of a tubular sheath (1b), having low permeation and forming the barrier layer, and/or the inner wall of the pipe are/is provided with adhesive and the tubular sheath (1b) is thereafter pulled into the pipe (2) and through the application of pressure to the interior of the tubular sheath (1b) is glued to substantially the entire inner surface of the tubing blank (1a). 29. Method according to claim 28, characterised in that a flexible draw-in tube (5) is used as a drawing-in aid for the tubular sheath (1b). 30. Method according to claim 26, characterised in that, after the pipe has been lined with the tubing blank (1a), the inner surface of a tubular sheath (1b) having low permeation and/or the inner surface of the tubing blank (1a) are/is provided with adhesive and the tubular sheath (1b) is applied to substantially the entire inner surface of the tubing blank (1a) by an inversion method.
