PURPOSE: A device and a method for processing the situation information are provided to offer a situation information processing portable terminal for transferring the situation information data to a web server after editing and collecting the video, sound and text data in order to generate the situation information data representing the situation information for a region and subject by each time. CONSTITUTION: The device for processing the situation information comprises a data collector collecting the video, sound and text data for the region and subject, a data coupler(117) setting the collection time of the video data as the generation time information of the coupled data after coupling the collected data with the video data, a data transferor(120) transferring the situation information data to the web server, a data output part displaying a communication state of the data and web server, a controller, and an user interface(130) inputting an external control signal of the user for generating the data. A data editor(119) generates the situation information data representing the time situation information for the region and subject by adding the code information for the subject and region selected by a user to the coupled data.
