The hole-drilling and plug-inserting tool (24) has a tubular holder able to move on the drilling rod (26), on which the plug is mounted. There is a locking device to clamp the holder to the drilling rod. The plug is put on the holder and the hole is drilled through the panel into the wall. The drilling rod moves axially in the holder and relative tp the plug. The drilling rod is withdrawn after drilling the hole until the locking device locks itself and the plug is driven into the boring.
