The device has two buckets removed for having facility of cleaning residues (8) without difficulty of brushes (11), where the device gives an indirect rotational mobility of an assembly of the brushes to create harmony with movement of a whip avoiding a cleaning system with risks of splash. The normal bucket, residues deposited bucket and an evacuation plug button (5) are provided with a handle (10) and the brushes in a center of a base for cleaning a lower surface of the whip.
