The composite modifier according to claim 1, characterized in that the chemical additive consists of a plastifier containing a salt of a polycondensate of &beta;-naphthalinsulfonic acid and formaldehyde and/or a mixture thereof with nitrylotrimethylphosphonic acid and/or with a complex salt of nitrylotrimethylphosphonic acid and/or with oxyethylidendiphosphonic acid and/or with a disodium salt of ethylendiamintetracetic acid, and/or of a plastifier containing a salt of lignosulfonic acid. 3. The composite concrete modifier containing a product from purification of furnaces for melting silicon containing alloy - ferrosilicon, a chemical additive based on salts of organic acids and water, characterized in that it contains components with the following ratio, wt %: said product of furnaces purification 51,9-77,2 chemical additive 15,8-45,5 water the rest 4. The composite modifier according to claim 3, characterized in that the chemical additive consists of a plastifier containing a salt of a polycondensate of &beta;-naphthalinsulfonic acid and formaldehyde and/or a mixture thereof with nitrylotrimethylphosphonic acid and/or with a complex salt of nitrylotrimethylphosphonic acid and/or with oxyethylidendiphosphonic acid and/or with a disodium salt of ethylendiamintetracetic acid, and/or of a plastifier containing a salt of lignosulfonic acid. 5. The composite concrete modifier including a dispersed mineral component containing silicon dioxide, a chemical additive and water, characterized in that it contains products from purification of furnaces for melting ferrosilicon and as a chemical additive it contains a mixture of a plastifier based on a salt of a polycondensate of &beta;-naphthalinsulfonic acid and formaldehyde and/or a mixture thereof with nitrylotrimethylphosphonic acid and/or with a complex salt of nitrylotrimethylphosphonic acid and/or with oxyethylidendiphosphonic acid and/or with a disodium salt of ethylendiamintetracetic acid, and/or of a plastifier containing a salt of lignosulfonic acid with the following ratio of components, wt %: dispersed component, containing silicon dioxide 51,9-94,1 chemical additive 4,7-15,7 water the rest 6. A method for preparing said composite modifier for concrete the method involves mixing the dispersed mineral component, the chemical additive and water, and subsequently drying and granulating the mixture thus obtained in an air-gas flow, characterized in that products from the dry gas purification of furnaces for melting crystalline silicon and/or burning coal and/or rock are used as a dispersed mineral component, products based on salts of organic acids are used as a chemical additive and products from the combustion of natural gas or gasses released by furnaces for melting silicon-containing alloys or for burning mineral coal are used and which contain solid particles in an amount not exceeding 2.5 g/nm<3>. 7. The method for preparing said composite modifier for concrete according to claim 6, characterized in that the components are mixed in amounts determined from the following ratio of the modifier components obtained after drying and granulating, wt % dispersed component, containing silicon dioxide 51,9-94,1 chemical additive 4,7-45,5 water the rest 8. The method for preparing said composite modifier for concrete according to claim 6 or 7, characterized in that products from the dry gas purification of furnaces for melting crystalline silicon and/or ferrosilicon and/or ferrochromium silicon and/or fly ash are used as products of furnaces purification and kaolin is used as rock. 9. The method for preparing said composite modifier for concrete according to any of claims 6 to 8, characterized in that a plastifier containing a salt of a polycondensate of &beta;-naphthalinsulfonic acid and formaldehyde and/or a mixture thereof with nitrylotrimethylphosphonic acid and/or with a complex salt of nitrylotrimethylphosphonic acid and/or with oxyethylidendiphosphonic acid and/or with a disodium salt of ethylendiamintetracetic acid, and/or of a plastifier containing a salt of lignosulfonic acid, are used as products based on salts of organic acids.
