PROBLEM TO BE SOLVED: To provide toner free from being stuck to or granulated on a developer carrier, internal walls of a developer carrying path and a developer storage part with which developer directly contacts, and also free from image irregularity, a black stripe and fogging due to the above phenomenon, and to provided an image forming method and an image forming device using the toner. SOLUTION: In this image forming method, the temperature of the developer carrying path and the developer storage part in the image forming device is made equal to or lower than the glass transition temperature of toner resin constituting developer, and the surface roughness Rz1 of the developer carrier is set to 1 to 50μm, and the surface roughness Rz1 and Sm1 of the developer carrier and toner number average particle size of developer (dt) satisfy the following relation: Sm1/Rz1>=2 and Rz1>dt/4.
