PROBLEM TO BE SOLVED: To improve precision of flow rate by changing flow of fuel to a fuel injection system of an engine. SOLUTION: A container 2 having an inflow port and an outflow port is provided with a flow regulator 1 provided with a rotary valve including a changeable flow passage 6 capable of changing flow rate of fuel to be sent from the inflow port 3 to the outflow port 4 in accordance with a rotation angle, and a servo motor 11 to control the rotation angle of the rotary valve 5 of the flow regulator 1. By making position control by the servo motor, the rotation angle of the rotary valve is changed to control flow of fuel to be changed.
