PROBLEM TO BE SOLVED: To process sludge generated at a construction site by using a steel pipe of an earth retaining wall or the like. SOLUTION: In a construction method of the earth retaining wall or a steel pipe pile by soil cement and a steel pipe pile, the steel pipe pile 1 is used provided with a partition mechanism 10 opened and closed by operation from the ground, the steel pipe pile 1 is inserted inside the soil cement 3 in an opened state of the partition mechanism 10, the partition mechanism is closed, unhardened soil cement 3 above the partition mechanism 10 is discharged and a cavity part 5 is formed inside the steel pipe pile 1. Soil cement (the discharged mud) overflowed by excavation or the like of the ground in construction of the earth retaining wall or the like and soil cement discharged from inside the steel pipe pile 1 are dehydrated and lightened. The lightened sludge 6 is processed by backfilling it in the cavity part 5.
