PROBLEM TO BE SOLVED: To recover the deteriorated heat insulating function of a heat insulating material while eliminating the generation of waste materials at low cost without stopping a plant. SOLUTION: In this moisture removing method for the heat insulating material 3 wound on a pipe 2 capable of passing a fluid of a temperature different from ordinary temperature in the inner part, a suction is performed while imparting a pressure reducing effect to a prescribed position 5 of the heat insulating material 3, whereby the moisture contained in the heat insulating material 3 in the prescribed part 5 is eliminated.
