PURPOSE: A mobile charge agent service method using noncontact type IC chip built-in card and a system thereof are provided to easily and rapidly charge an express way toll and/or transaction charge of goods and service together with a mobile phone communication fee by using a small and light-weight noncontact type IC chip built-in card that can be attached on a mobile phone and simply portable. CONSTITUTION: A card driving and input/output unit(22) is installed at a terminal(30) in a toll gate or a member store so that a non-contact type IC chip built-in card(10) in which a mobile phone number itself or a card number, an ID, of a card connected to the mobile phone number is recorded are approached thereto to read the card number. An expressway business office server(20), charging an expressway use fee, records at least incoming or outgoing toll gate code in an expressway incoming or outgoing toll gate code field of the non-contact type IC chip built-in card(10) by means of the card driving and input/output unit(22), drives and controls the card driving and input/output unit(22) so as to read and store the recorded incoming or outgoing toll gate code, and refers a blacklist data on the basis of the card number to check an availability of the corresponding non-contact type IC chip built-in card(10). A host computer(50) stores a transaction itemized data from each expressway business office server(20) or the member store terminal(30), and periodically transmits the transaction itemized data to a host computer(70) of a mobile communication provider. The host computer(70) of the mobile communication provider issues a charge itemized statement and bill by charging an expressway use fee and/or a transaction charge of goods or service together with a mobile phone communication charge for a client corresponding to the mobile phone number or adds them for an automatic transfer on the basis of the transaction itemized data received from the host computer(50).
