PROBLEM TO BE SOLVED: To provide a method and apparatus for evaluating the kinetic property of water capable of simplifying evaluating operation and increasing the efficiency of evaluation. SOLUTION: The method for evaluating the kinetic property of water includes applying a monitor beam to sample water while applying a magnetic field to the sample water; receiving the monitor beam that has propagated through the sample water; measuring predetermined spectroscopic properties such as the absorbency or Faraday rotation angle of the sample water based on the received monitor beam; and evaluating the kinetic property of the sample water on the basis of the predetermined spectroscopic properties of the sample water measured with and without the application of the magnetic field.
